Lance Talbott

City of Surrey Crime Reduction Strategy Manager

Mr. Talbott has a wide range of experience in the field of crime reduction. He served with the London Metropolitan Police Service from 1983-2002. Mr. Talbott was the project manager for the Crime Reduction Strategy in London, England, managing a project to design and initiate crime reduction responses to community needs. In his career with the London Metropolitan Police Service, he held many roles, including Watch Commander for the Policing Response Team, Community Liaison Officer and Research Officer for Corporate Policy Development.

In his time with the London Metropolitan Police Service, Mr. Talbott:

  • Helped establish Closed Circuit Television (CCTV) standards for UK police forces
  • Instigated a multi-level crime and disorder audit as part of a cross agency team
  • As a Community Liaison Officer, served as a liaison for the community to address its crime related fears
  • Promoted the benefits of Crime Reduction to key stakeholders, including community groups and the business community
  • Facilitated ongoing cooperation between stakeholders involved in the Crime Reduction Strategy
  • Mr. Talbott has served as Executive Director of a Not for Profit community organization in Kelowna, British Columbia. He is currently the City of Surrey Crime Reduction Strategy Manager.

Dr. Darryl Plecas

RCMP University Research Chair in Crime Reduction

Dr. Plecas holds the RCMP University Research Chair in Crime Reduction in the School of Criminology and Criminal Justice at the University College of the Fraser Valley (UCFV), where he has worked for 28 years, serving as Chair of the School for various over 14 of those years. He is the author or co-author of more than 100 research reports, international journal articles and other publications addressing a broad range of criminal justice issues.

He holds two degrees in Criminology from Simon Fraser University and a doctorate in Higher Education from the University of British Columbia. In the summer of 1995, he completed the Management Development Program in the Graduate School of Education at Harvard University.
